CA FAIR Plan: Inflation Guard
& Dwelling Replacement Coverage
Policy Definitions and Guidelines
Inflation Guard: An Inflation Guard endorsement increases your coverage at renewal to keep up with the inflation of local labor and building material costs. However, when your overall policy reaches the maximum limit of $3,000,000 offered by the CA FAIR Plan, the plan removes the inflation guard because they can no longer increase the size of your policy.
Total Insured Value (TIV): Total Insured Value represents the comprehensive financial valuation of all combined property coverages under your policy. Under the California FAIR Plan (CFP), the TIV is subject to a hard maximum limit of $3,000,000 per location. This strict $3,000,000 limit encompasses all combined coverage categories including dwelling, extended dwelling, personal property, fair rental value, fences, and all other policy structures.
Dwelling Replacement Coverage (DRC): To qualify for dwelling replacement coverage, the roof must be replaced or updated within the last 25 years, include building ordinance or law coverage set at 10% of the dwelling limit, and have the Inflation Guard endorsement. If your policy does not have all 3 of these it does not qualify for Dwelling Replacement Coverage. At policy renewal, the Inflation Guard endorsement automatically adjusts coverage limits upward to match local construction cost inflation. Once these annual increases push your policy’s Total Insured Value (TIV) to the California FAIR Plan maximum limit of $3,000,000, the FAIR Plan will automatically remove the Inflation Guard endorsement because policy limits cannot exceed $3,000,000.
As noted above, having active Inflation Guard is one of the three mandatory criteria required to maintain Dwelling Replacement Cost (DRC) coverage. Consequently, when the FAIR Plan removes Inflation Guard due to reaching the $3,000,000 TIV cap, your policy automatically loses its Dwelling Replacement Cost benefit. While maintaining appropriate coverage for your home is critical, losing Dwelling Replacement Cost coverage impacts both partial damage claims and total losses:
- Impact on Partial Damage Claims: Without Dwelling Replacement Cost coverage, claims are paid on an Actual Cash Value (ACV) basis. For example, if a kitchen fire causes $100,000 in structural damage to 15-year-old cabinetry, flooring, and materials, the adjuster will subtract physical depreciation from the claim payout rather than paying the full current cost to repair or replace the materials with new ones.
- Impact on Total Loss Claims: In a total loss event, having Dwelling Replacement Cost (DRC) coverage means the policy pays the actual cost to reconstruct your home with new materials up to your policy limit without deducting for age or wear and tear. Without DRC, the settlement defaults to Actual Cash Value (ACV). The insurance company factors in decades of physical depreciation across the entire structure (roof, siding, framing, finishes), resulting in a claim payout significantly lower than the actual cash required to construct the replacement home from the ground up.
Recommended Solution: If your policy hits the $3,000,000 TIV cap and this occurs, all you need to do is reduce your coverage by as little as $1.00 to have it below the $3,000,000 TIV. This will allow you to add Inflation Guard back on the policy and then add back Dwelling Replacement Coverage.
The reduction can be under any of your coverages. It is best not to reduce your Dwelling Limit because you need to have Building Ordinance or Law set at 10% of your dwelling limit, so you would need to adjust both. Reducing any of the other limits will make for an easier change.
California FAIR Plan Coverage Options:

Pro Tip: Keep in mind that Inflation Guard will increase your coverage at each renewal and push your Total Insured Value (TIV) right back up to $3,000,000. When that occurs, the California FAIR Plan will once again remove Inflation Guard, bringing you back to where you started. This means you will need to make a similar adjustment at every renewal. Note that this change can only be made during the active policy period or within 30 days prior to your renewal date.
