What is the California FAIR Plan?
The California FAIR (Fair Access to Insurance Requirements) Plan is an insurance pool established by state law to provide basic property insurance to property owners who are unable to secure coverage through traditional insurance carriers due to high wildfire risk.
What does the California FAIR Plan cover (and exclude)?
The California FAIR Plan is a Named Peril Policy. It primarily covers direct losses caused specifically by Fire, Lightning, Internal Explosion, and Smoke.
Major Exclusions: Standard California FAIR Plan policies do NOT cover personal liability, water damage (such as burst plumbing), theft, vandalism, falling objects, or freezer contents.

What is a Difference in Conditions (DIC) Companion Policy?
Because the California FAIR Plan only provides narrow fire coverage, homeowners pair it with a Difference in Conditions (DIC) Policy (also referred to as a Companion Policy). A DIC policy fills critical coverage gaps by providing:

How do "Safer from Wildfires" discounts work in California?
Under California regulations, the California FAIR Plan provides premium discounts to homeowners who proactively harden their structures and maintain defensible space:
- Structure Hardening: Upgrades including Class A roofs, 1/8" ember-resistant vent screens, multi-pane or tempered glass windows, and non-combustible siding.
- Defensible Space: Clearing all combustible material in the 0–5 foot zone around the perimeter of the home.
- Community Hardening: Being located within an active Firewise USA® recognized community.
